When Congress saw fit to create the national forests in 1897, it did so to secure a "continuous supply of timber for the use and necessities of citizens of the United States."
But timber wasn't the only thing they sought to secure. The Organic Act was also intended to create "favorable conditions of water flow," a fact that seems to get lost in the smoke every time a forest burns...
