VAIL, Colorado — At its June 24 meeting, the Upper Eagle Regional Water Authority board of directors passed a resolution advocating voter opposition to Amendment 60, Amendment 61 and Proposition 101. The board expressed its strong opposition to the three statewide November ballot initiatives.

Beware, Colorado: A trio of Trojan horses waits at the gate. Amendments 60 and 61 and Proposition 101 may appear to be simple tax-cutting measures that will appeal to voters tired of big-government spending, but don't be fooled. The operating language within each one is a virus that would cripple the ability of our local and state governments to provide the most basic of services — from building schools for our children to supplying clean water to our homes. Both Democratic and Republican politicians have joined leaders in business and community organizations to oppose the initiatives. In the run-up to Election Day, we'll write about each of the three in detail. But a story in Tuesday's Denver Post by Tim Hoover prompted us to weigh in a bit early on Amendment 61. One of the proponents had the audacity to claim the amendment is an answer to "massive deficit spending." That's hogwash. In Colorado, by law, the budget must balance each year. There is no deficit spending. ...
