The western United States is not known for its lush, verdant farming country, it's known for its deserts. Evidently, Royal Dutch Shell - the keyword is Dutch, as in Holland, a country that would be underwater without continuous pumping - finally pulled its corporate head out of its banker's ass and looked around. Blinking it's monolithic eye in our western sunshine, the company seems to have noticed what's been obvious since the days of the Anastasie people - that there's no damn water out here!...
