In its waning days, the Bush administration now wants to dilute the Endangered Species Act. Really, haven't they done enough? Interior Secretary Dirk Kempthorne is proposing a new rule whereby federal agencies would not have to consult with the U.S. Fish and Wildlife Service or the National Marine Fisheries Service to determine if construction of dams or roads and such would or could harm any wild or marine life....
