Already struggling to reduce Front Range air pollution, Colorado's burden increased Thursday as the Environmental Protection Agency moved to tighten federal limits on smog. Denver-area counties — and more than 300 other out-of-compliance counties nationwide — now must take costly bigger steps to cut pollution. Failure to comply could lead to federal sanctions such as the loss of highway funding, but those penalties are rarely imposed on communities making a sincere effort to meet federal standards....
