Colorado Senate panel balks at jobs exemption to urban-renewal bill

A Colorado Senate committee did not add a broad job-creation exemption Monday to a bill that would clamp down on the types of land used in urban-renewal zones, setting up what could be a lively debate on the chamber floor. HB 1107, sponsored by Rep. Randy Fischer, D-Fort Collins, would bar agricultural land from being included in urban-renewal zones except under a few strict exemptions. Conservationists are pushing the bill to stop cities from giving tax incentives to malls and home developers to build on city fringes and forcing the state to repay counties and local districts for lost property-tax revenue....
