The Bureau of Land Management won’t waver from its plans to close the Vermillion Basin to oil and gas exploration, the head of the agency said Friday. At the same time, the agency is prepared to put some disputed leases in Utah back on the market, but it is frustrated by a lawsuit filed by three Utah counties and energy companies, BLM Director Robert Abbey said Friday....
